Published aircon installation rates

For the most common unit (per job), the lowest published rates from 9 companies run from S$300 to S$2,300. Each figure is one company's own advertised rate with its conditions, not a market average or a quote.

The rows do not describe the same job. One line is an electrical isolator at S$300 per job. One is labour only, printed as "From S$70 per unit", which excludes the aircon. The rest are packages or general installation from-prices, such as "From S$1,100 per job" and "From S$1,998 per job". One company prints a range of "From S$2,000 to S$5,000+ per job".

Only one row is a System 3 package, printed at S$2,300 per job. One company prints a System 2 package at S$1,953 to S$3,013 per job, and another a System 2 supply-and-install at S$2,140 per job.

The table's summary covers 9 companies with per-job rates. Their lowest published rates run from S$300 to S$2,300, with a middle figure of S$1,953. That range spans an isolator line to a System 3 package, so it is not like-for-like and is not the price of an installation. The middle figure is one company's published rate, not an average.

Match system size, scope and extras, then compare aircon companies that say they cover your area and ask each for an itemised quote.

HDB rules before you install

The HDB aircon installation rules depend mainly on your flat's electrical supply. HDB says flats with a 40 amp main switch, and flats upgraded under the Main Upgrading Programme (MUP) or Home Improvement Programme (HIP), need no permit for an aircon but should still follow its guidelines. The flat owner is responsible for the proper installation, safety and stability of the air-conditioner.

HDB's MyNiceHome renovation guide says no permit is needed if your flat can take the higher electrical load, mainly flats built from 1994 onwards or upgraded under MUP or HIP. Aircons must be installed by a BCA-trained air-conditioner installer. The household shelter walls must not be hacked or drilled, which matters for the piping route. For wider renovations, read about HDB renovation permits for the other works.

Electrical work and the isolator

A new power point, a new isolator or fresh wiring is electrical work. EMA says electrical work at home should be carried out or supervised by an EMA Licensed Electrical Worker (LEW). EMA says electrical work in an HDB flat needs a Licensed Electrician, the class of LEW approved for loads of up to 45kVA.

The isolator is the switch that cuts power to the aircon. One directory line covers an isolator alone, at S$300 per job, so it can be priced separately. Make sure the quote names who does the electrical part. See electrical work in HDB flats for more.

Labour only or supply and install

A labour-only rate covers fitting units you buy elsewhere. A supply-and-install package includes the units and the installation in one price. The directory's labour line is priced per unit and the packages per job, so they cannot be compared directly. Line up system size, fan coils, piping and extras, and for labour only, get a separate quote for the units.

If you buy units yourself, NEA says household aircons sold in Singapore must carry its Energy Label, and you should buy only NEA-registered models. The label rates efficiency from 1 tick (Low) to 5 ticks (Excellent). For split systems it is fixed to the outdoor unit and shows that unit's model number. Our guide to aircon types explains the options.

What changes the aircon installation cost in an HDB flat

These factors move a quote:

  • Number of fan coils. More indoor units to fit, each with its own piping run.
  • Piping length. Longer runs need more material and work. Ask how many metres the quote includes.
  • Trunking. Ask whether the covers for the piping are included, and for what length.
  • Condenser bracket and position. The outdoor unit's position and bracket affect the work, and you are responsible for its safety and stability.
  • Old-system removal. Removal adds labour. MyNiceHome says the contractor must dispose of renovation debris properly, and you can contact your Town Council about bulky items.
  • Floor level and access. Higher floors and hard-to-reach positions can take more time and equipment.
  • Timing. Coring a wall for new piping counts as heavy drilling, which HDB allows only Monday to Friday, 9am to 5pm. Other works can run Monday to Saturday, 9am to 6pm. Ask which days the company can do your job.

Our aircon installation guide covers the job in more detail.

What a fair quote should list

Ask for these points in writing:

  • Model numbers for the outdoor unit and every fan coil.
  • Tick rating from the Energy Label.
  • Piping included, and how any extra length is charged.
  • Extras, such as trunking and a condenser bracket.
  • Electrical work and who does it, including the licensed electrician's name.
  • Disposal of the old units and debris.
  • Warranty terms for the units and the installation work, as the company states them.
  • Payment schedule: what you pay before the job and when the balance is due.

Questions

Do I need an HDB permit to install an aircon?

Not if your flat has a 40 amp main switch or was upgraded under MUP or HIP. HDB says these flats do not need a permit but should still follow its guidelines. Flats with a 30 amp main switch have separate requirements, so check them first.

Who can install an aircon in an HDB flat?

MyNiceHome says aircons must be installed by a BCA-trained air-conditioner installer. Any new power point, isolator or wiring should be done or supervised by an EMA Licensed Electrical Worker. Check the electrician's licence card before work starts.

Does my flat need an electrical upgrade for a new aircon?

It depends on your flat's electrical supply. MyNiceHome says no permit is needed if the flat can take the higher electrical load, mainly flats built from 1994 onwards or upgraded under MUP or HIP. Flats with a 30 amp main switch have separate HDB requirements to check first.

Is installation included when I buy an aircon package?

A supply-and-install package covers both the units and the installation, but check what "installation" covers. The one System 3 line in the directory is printed as including full installation. Ask how much piping, trunking and electrical work is included, and how extras are charged.

Can I keep my old trunking and piping?

It depends on their condition and whether they suit the new system. Ask the installer to inspect them and to state in the quote whether they will be reused or replaced. If replaced, check the quote lists the new piping length.

What is an aircon isolator?

It is the switch that cuts power to your aircon, so the unit can be switched off safely. Fitting a new one is electrical work for an EMA licensed electrician. One company in the directory publishes an isolator line at S$300 per job, as printed.
