Published water heater rates

Each row in the tables below is one company's own published rate, quoted as printed and linked to its source. Read each rate's scope before you compare.

Installation (plumbing side)

3 companies publish a water heater installation rate. Their published rates run from S$120 to S$200 per job, and the middle rate is S$160. The scope as printed is to install or replace one heater, and the rate may not include the heater itself. One company prints a range of S$200 to S$500 per job, so open its source link to see what that range covers.

Storage or instant: what you are replacing

A storage heater keeps a tank of water heated and ready; the water heater size calculator suggests a tank size. An instant heater heats water as it flows, with no tank.

A storage water heater replacement means taking down the old tank, checking that the mounting can carry the new one and reconnecting more pipework. Instant water heaters are compact, and the pipe from the stop valve to the heater is short. When you compare an instant water heater installation price, still check that it covers the connection and the electrical point.

Who does which part

The plumbing and electrical sides follow different rules, and one company may not handle both.

Plumbing side

Under PUB rules, regulated water service and sanitary plumbing works must be done by a PUB Licensed Plumber. There is a short list of simple works a handyman may do, and replacing or removing the pipe between a stop valve and an instantaneous water heater is on it. Engaging a plumber who is not PUB-licensed for regulated works has been an offence since 2018. The list names only the pipe to an instantaneous heater. Pipework for a storage heater is not on it, so treat it as regulated water service work for a PUB Licensed Plumber.

When you compare plumbers, ask each one whether they hold a PUB licence for the work you need.

Electrical side

EMA advises that electrical work at home should be carried out or supervised by a Licensed Electrical Worker (LEW). This includes installing or modifying wiring and adding, extending or replacing power points. In an HDB flat, electrical work needs a licensed electrician. If your heater needs a new point or new wiring, that is work for an LEW.

To see the order of work on the day, read how a water heater is installed.

Signs it is time to replace

Watch for these signs that a heater may need replacing rather than another repair:

  • Age. An older heater that needs repairs more often may be due for replacement. Check the manufacturer's manual for its expected service life.
  • Rust. Rust on the casing, fittings or pipes is worth having checked.
  • Leaks. Water around the unit or its connections needs attention quickly.
  • Tripping. A heater that trips the power repeatedly should be checked by a licensed electrician.
  • Inconsistent temperature. Water that swings between hot and cold, or never gets fully hot, can point to a failing part.

For more detail, read our post on water heater warning signs.

What changes the water heater replacement cost

These factors change what you pay:

  • Heater type and brand. A storage heater means more plumbing work than an instant one, and models differ in price.
  • Whether the heater is supplied. Some rates cover installation only, so you buy the heater separately.
  • New point or isolator. If the existing electrical point does not suit the new heater, the electrician may need to add one or fit an isolator.
  • Moving the location. A new spot can mean new pipework and a new or extended electrical point.
  • Disposal of the old unit. Check whether taking away the old heater is included.
  • Access. A tank in a tight or high space can take longer to remove and fit.

What a fair quote should list

PUB advises discussing scope and cost first, asking for itemised quotes and getting at least three quotes. PUB charges no fee for the submissions a Licensed Plumber lodges, so any such fee is the plumber's own charge.

What to check in a water heater quote
ItemWhat to look for
Heater modelMake, model and type (storage or instant)
Energy LabelTick rating, if the model carries one
Supply and labourWhether the heater is included, shown apart from labour
Electrical workWhat is included and who does it
DisposalWhether the old unit is removed and taken away
WarrantyTerms as stated by the company and the manufacturer

NEA's Energy Label covers electric instant, storage, gas and heat pump water heaters. It rates efficiency in ticks, from 1 tick (Low) to 5 ticks (Excellent).

Questions

Is the heater included in the installation price?

Not always. The published installation rates cover installing or replacing one heater, and the heater itself is often extra. Read the scope on each company's source page, and ask for a quote that lists the heater and the labour separately.

Do I need a licensed plumber to replace a water heater?

It depends on the plumbing work. PUB lists replacing the pipe between a stop valve and an instantaneous water heater as simple work a handyman may do. Other regulated water service work must be done by a PUB Licensed Plumber. Pipework for a storage heater is not on PUB's list, so it needs a PUB Licensed Plumber.

Do I need an electrician as well?

If the job touches the electrical point, yes. EMA advises that adding, extending or replacing power points and modifying wiring should be done or supervised by a Licensed Electrical Worker. Check the electrician's licence card before work starts.

Is an instant heater cheaper to replace than a storage heater?

The directory rates are not split by heater type, so they cannot answer this directly. Storage heaters are heavier and need more plumbing work. Ask for itemised quotes for the exact model you want and compare them.

How long does a water heater last?

It depends on the type of heater, the water quality and how well it is maintained. The manufacturer's manual is the most reliable guide for your model. Rust, leaks, tripping and uneven temperature are signs it may need attention.

Can I move the heater to a new spot?

You can ask for it, but it adds work on both sides. A new location can need new pipework and a new or extended electrical point, which is work for a Licensed Electrical Worker. Make sure your quotes cover both the plumbing and the electrical work.
