Published curtain and blind installation rates
For the most common unit (per job), the lowest published rates from 3 companies run from S$50 to S$80. Each figure is one company's own advertised rate with its conditions, not a market average or a quote.

| Company | Service as listed | Rate | Source |
|---|---|---|---|
| SG QuickFix | Curtain & Blind Installation | From S$50 per job | sgquickfix.com |
| Wefix4U | Curtain rod installation | From S$50 per job | wefix4u.sg |
| Handy King | Curtain rod installation | From S$80 per job | handyking.sg |
The 3 companies' published rates run from S$50 to S$80 per job. The middle figure, S$50, is the middle company's own published rate. Two lines are printed as "Curtain rod installation": one from S$50 per job and one from S$80 per job. The third is printed as "Curtain & Blind Installation", from S$50 per job.
All 3 are "From" prices: they show where pricing starts, not a quote for your windows.
Per window or per track
All 3 lines are priced per job. None states how many windows one job includes or what length of track it covers, so ask each company what it counts as one job.
If you are comparing curtain track installation cost, give the handymen you contact the same details: the number of windows, their widths, and whether you want rods or tracks.
The block has one line that names blinds. If you need a blinds installation price, ask that company whether its line covers your type of blind and how many blinds one job includes.
Ceiling or wall mounting in an HDB flat
How a rod, track or blind is fixed depends on the wall or ceiling it goes into. Ask the installer what they will drill into, which anchors they will use, and whether the fixing suits the weight of your curtains.
Some new flats have Ferrolite Partition Walls, usually used for bedrooms, which HDB says are connected to the ceiling or beam with steel angle plates. On these walls, HDB says not to drill holes within 200mm vertically below ceilings or beams, so the angle plates are not damaged. It also says not to use excessive force and to limit drill penetration to about 22mm. If brackets are to go high on a Ferrolite wall, ask how the installer will keep clear of that 200mm zone.
HDB's renovation page says these walls can take up to a maximum of 50kg per bolt, depending on the type of anchor bolt; its table lists 20kg for a steel cavity anchor. The overall length of any bolt should not exceed 50mm.
If you plan a pelmet above the curtains, HDB's building works guidelines list installing cornices and pelmets as work that needs no permit, but HDB's conditions apply. The HDB drilling rules guide covers drilling in more detail.
When the work can be done
HDB treats heavy and excessive drilling as restricted (noisy) work. It is allowed from 9am to 5pm on weekdays only, and not on Saturdays, Sundays, public holidays or the eves of New Year's Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day. General renovation works run from 9am to 6pm on weekdays and Saturdays, with none on Sundays and public holidays.
If you put up a rod or blind yourself, HDB asks residents to keep do-it-yourself (DIY) works to 7am to 10.30pm.
Ask the company which day and time it plans to drill, then check that slot with the renovation hours checker.
Motorised tracks
None of the 3 published lines prices a motorised track. A motorised track needs power: a unit that plugs into an existing socket needs no new wiring, but a new power point is electrical work.
The Energy Market Authority (EMA) lists the addition of power points such as socket-outlets among the work a Licensed Electrical Worker (LEW) should carry out or supervise, on its page about engaging Licensed Electrical Workers. EMA says electrical work in an HDB flat needs a Licensed Electrician, the class of LEW approved for loads of up to 45kVA. The socket installation page covers that job.
HDB does not allow new wiring to be embedded in walls, slabs or plaster, so new wiring in an HDB flat runs in surface trunking, above a false ceiling or behind carpentry. HDB's electrical works guidelines say additional 13amps power points need no HDB permit, but the no-embedding condition applies and SP Services Form CS/5H endorsed by HDB must be submitted for testing of the new wiring. Ask the electrician where the trunking will run before work starts.

Compare handymenWhat a fair quote should list
All 3 published lines are "From" prices, so ask for a written quote that lists:
- The number of windows, and which rooms they are in
- The rod or track type, and its length for each window
- Whether each one is fixed to the ceiling or the wall
- Whether brackets and screws are supplied, or you provide them
- Removal of old tracks or rods
- Whether the curtains are hung, or only the fittings put up

Questions
How much does it cost to put up a curtain rod?
2 companies publish a "Curtain rod installation" line, one from S$50 per job and one from S$80 per job, as printed. Both are "From" prices and neither says how many rods one job includes, so ask before you book.
Is curtain installation priced per window?
No, not in the directory. All 3 published lines are priced per job, and none states how many windows one job covers. Ask each company how many windows, rods or tracks its per-job rate includes and how extra windows are charged, so you can compare quotes on the same basis.
Can curtain tracks be fixed to an HDB ceiling?
Yes, but the fixing depends on the ceiling, so ask the installer what they will fix into and which anchors they will use. On a Ferrolite Partition Wall, HDB says not to drill holes within 200mm vertically below ceilings or beams, to avoid damaging the steel angle plates that connect the wall.
Do I need a permit to install curtains in an HDB flat?
No. The permit table in HDB's building works guidelines does not list hanging curtains. HDB lists installing false ceilings, cornices and pelmets as works that need no permit, but its conditions apply. Ask your contractor to follow those conditions if your curtains will hang behind a pelmet.
Does a motorised curtain track need an electrician?
If it needs a new power point, yes. EMA lists adding power points as work an LEW should carry out or supervise. EMA says electrical work in an HDB flat needs a Licensed Electrician, the class of LEW approved for loads of up to 45kVA. A plug-in unit that uses an existing socket needs no new wiring.
Should the handyman supply the brackets?
Not necessarily, but the quote should say who does. None of the 3 published lines states whether brackets, screws or the track are included. Agree who supplies them before work starts. If the handyman supplies them, ask whether they suit your wall or ceiling and the weight of your curtains.
