Side-by-side comparison
The main differences are who covers a missed visit, what paperwork you get and whether the person may legally work in your home.
| Point | Cleaning company | Freelance cleaner |
|---|---|---|
| Who arranges replacements | The company, if it offers them | No company to send cover; agree it with the cleaner |
| Invoice and GST | Usually a clear invoice; GST only if GST-registered | Agree a payment record; GST only if GST-registered |
| Published rates | 26 companies publish a part-time cleaning line | Not in the directory |
| Who may legally work | A foreign domestic worker may not do part-time work for another household | Same rule; check the person is not another household's helper |
| Licence | Not needed for cleaning a private home | Not needed for cleaning a private home |
The Inland Revenue Authority of Singapore (IRAS) says not all businesses are registered for GST, and only GST-registered businesses may charge it.
Is a cleaning company or a freelance cleaner better?
Neither wins on every point, so start with what you need. A company suits you if you want cover when your cleaner is away and a clear invoice. A freelance cleaner may suit you if you want to agree tasks and hours directly with one person. Many people weigh cleaning agency vs freelance on price first, but whether the person may legally work for you matters more.
The Ministry of Manpower (MOM) says it is an offence for a foreign domestic worker to take on part-time work for another household, even with her employer's consent.
For part-time or temporary help with household chores, MOM says you can contact any of the companies it lists under the Household Services Scheme (HSS). The scheme allows these companies to hire more migrant workers to provide part-time domestic services such as home cleaning.

For the most common unit (per hour), the lowest published part-time cleaning rates from 9 companies run from S$20 to S$24 per hour (middle rate S$22), for a part-time cleaner. The middle figure is a real published rate, not an average. Each figure is one company's own advertised rate with its conditions, not a quote.

In the directory, 26 companies publish a part-time cleaning line; 9 price it per hour, from S$20 to S$24 per hour, with S$22 per hour in the middle: one company's own published rate as printed.
The other lines are priced per visit, per session or per month, or are printed without a unit, so compare a line only with others in the same unit. Some lines set a minimum, such as a number of hours per session or a number of bookings, and one says its rate includes GST.
Freelance rates are not in the directory, so this page gives no figure to compare them with. If a freelancer quotes you, ask what the price covers: the hours, the tasks and the supplies. For more on hourly pricing, see our part-time cleaner hourly rate guide.
Hiring a freelancer
Some households would rather hire a private cleaner in Singapore who works for them directly. Before you agree anything, run through these checks.
- Can this person work for you? MOM's employment rules say a migrant domestic worker (a helper) can only work for her employer at the residential address declared to MOM, can only perform domestic chores and cannot take on work with other employers.
- What are the tasks and hours? Agree which rooms and jobs are included, how long each visit lasts and how often the cleaner comes.
- How will you pay? Agree the amount, how and when you pay, and what happens if a visit is cancelled.
- Who brings supplies? Decide whether the cleaner brings products and tools or uses yours.
For more on hiring the right way, read our legal part-time cleaner guide.
Booking a cleaning company
A company handles more of the arranging, but ask a few questions before the first visit.
- Who comes if your usual cleaner is away, and will you be told first?
- Does the cleaner bring supplies and equipment, or do you provide them?
- Does the company have insurance, and what does it cover?
- Does the price include GST?
On the last point, IRAS says prices displayed by GST-registered businesses should be the final, GST-inclusive prices. IRAS also has an e-Service to check whether a business is GST-registered.

Compare cleaning companiesWhich one should you choose?
There is no single winner. Choose a cleaning company if you want cover when a cleaner is away and clear paperwork. Choose a freelancer if flexibility on time and tasks matters more to you. Either way, check first that the person may legally work for you, then compare price and scope. When you are ready, browse part-time cleaners and their published rates.
Questions
Can I hire my neighbour's helper to clean?
No. MOM says it is an offence for a foreign domestic worker to take on part-time work for another household, even with her employer's consent. Under her Work Permit conditions, she does domestic chores only for her employer at the residential address stated on her Work Permit card. For part-time help, book a cleaning company instead.
Is a freelance cleaner cheaper?
No source shows that it is. The directory has company rates only: 9 of the 26 companies that publish a part-time cleaning line price it per hour, from S$20 to S$24 per hour as printed. Freelance rates are not in the directory, so if a freelancer quotes you, compare what the price covers, such as hours, tasks and supplies.
Does a freelance cleaner need a licence?
No, not for cleaning a private home. NEA says cleaning businesses that provide domestic cleaning at a private residence do not need to be licensed. Its Cleaning Business Licence covers non-domestic general cleaning, such as offices and condo common areas. For a home cleaner, the more important check is whether the person may legally work for you.
Who is responsible if a freelancer is injured?
It depends on who employs the cleaner. MOM says the Work Injury Compensation Act covers employees, but not independent contractors, the self-employed or domestic workers. A cleaning company must buy work injury compensation insurance for its employees who do manual work, so ask the company to confirm that the cleaners it sends are covered. A self-employed freelancer is not covered by the Act, so ask whether they have their own personal accident insurance, and keep the answer in writing. This page is not legal advice.
Can a cleaning company send the same cleaner each time?
Ask before you book: the company can tell you whether it sends the same cleaner each time. Also ask who comes if that cleaner is away and whether you will be told in advance. If having the same person matters to you, say so at the start rather than after the first visit.
Should a freelancer charge GST?
Only if they are GST-registered. IRAS says not all businesses are registered for GST and only GST-registered businesses may charge it. IRAS also has an e-Service to check whether a business is GST-registered, so if a cleaner adds GST to the bill, check before you pay.
