What a main stack choke is
In an HDB block, the sanitary branch pipes in your flat carry used water from the toilet, floor traps and sinks into a vertical common pipe: the main stack. Other flats join the same pipe. A main stack choke is a blockage in that shared pipe, not in your own fittings.
HDB's guide to pipes sets out the split: you maintain the sanitary branch pipes in your flat, and the Town Council is responsible for maintaining the main sanitary pipes.
HDB's page on HDB Branches and Town Councils describes Town Councils as autonomous legal entities formed under the Town Councils Act. They control, manage, maintain and improve common property, which HDB says includes corridors, void decks, lifts, the water tank, public lighting and open spaces.
| Part | Who looks after it |

How to tell a stack choke from your own
These are practical signs, not an official test:
- Several drains (floor traps, toilet, sink) back up at once.
- Water rises in your floor trap when neighbours above use water.
- Neighbours report the same problem in their flats.
A single slow drain is usually a local choke. HDB's floor trap guide says water overflowing from a floor trap comes from solid matter or grease blocking it. HDB's water closet guide says a partial blockage, where water flows slowly to the discharge pipe, can be cleared with a plunger.
Calling the Town Council first
If the signs point to the common pipe, treat it as a Town Council choke and report it to your Town Council rather than clearing it yourself. Tell them what you see and when:
- Which drains back up, and whether it is more than one.
- Whether water rises when neighbours above use water.
- When it started, and whether it keeps coming back.
For a common pipe choke, HDB says the Town Council is responsible for maintaining the main sanitary pipes. HDB's Town Council page also says to contact your Town Council about routine maintenance and other services.

Clearing a choke in your own pipes
HDB's floor trap guide says to remove the solid materials blocking the floor trap and to engage a licensed plumber for serious cases. For a partial toilet blockage, HDB's water closet guide says to place a plunger over the waste hole and pump vigorously, then engage a licensed plumber if you cannot clear it.
PUB says all regulated water service and sanitary plumbing works must be done by PUB Licensed Plumbers, except the simple plumbing works a handyman may do. Since 2018, it has been an offence to engage a plumber not licensed by PUB for regulated works. PUB's simple works list includes clearing any blockage in any floor trap, water closet or sanitary appliance, and clearing and flushing any discharge pipe, ventilating pipe, drain-line, fitting, floor trap, inspection chamber, grease trap or pump carrying used water from a sanitary appliance to the sewerage system.

Damage inside your flat
If a choke has sent dirty water into your flat:
- Take photos and videos of the water and any damage.
- Stop using water in the flat until the choke is cleared.
- Keep away from any wet socket, switch or plug.
- Report the choke and the damage to your Town Council.
- Check whether your home insurance covers water damage.
For a choke in your own pipes, 22 companies publish a choke clearing line, all per job. Their published rates run from S$50 to S$150 per job, with S$80 in the middle: the company count is even and both middle companies publish S$80 per job as printed, so it is a real published rate. Each line covers one choke in a toilet bowl, floor trap or sink in the flat; no line prices a main stack or common pipe choke.

Stop clearing the choke yourself and get help if:
- Sewage water is rising in a floor trap, toilet or sink.
- A pipe is cracked.
- The choke comes back after you clear it.
Report a suspected stack choke to the Town Council. For your own fittings, HDB's pipes guide says to check pipe fittings regularly and engage a licensed plumber for repairs where necessary. Compare plumbers or use the plumbing cost estimator.
To prevent chokes, HDB's floor trap guide says to keep the grating closed and not to pour cooking oil or discard food waste and solid items down the floor trap or sink. HDB's water closet guide says not to dispose of solid items such as sanitary pads or diapers into the water closet.
Questions
Who is responsible for the main sanitary stack in an HDB block?
The Town Council is. HDB says the Town Council is responsible for maintaining the main sanitary pipes, while you maintain the sanitary branch pipes inside your flat. Report a choke in the shared stack to your Town Council rather than arranging a repair yourself.
How do I know if the choke is in the main stack?
Several drains backing up at once is the main practical sign. Water may also rise in your floor trap when neighbours above use water, or neighbours may report the same problem. A single slow floor trap, toilet or sink is usually a local choke.
Should I call a plumber or the Town Council first?
Call the Town Council first if several drains back up at once, since HDB says the Town Council maintains the main sanitary pipes. If only one drain is slow and simple clearing does not work, call a licensed plumber instead.
Who pays if the main stack choke damages my flat?
No source here says. Ask your Town Council how it handles damage from a choke in the main stack, and check your home insurance policy. Keep photos and videos of the water and the damage, and report the choke to the Town Council promptly.
Can I clear my own floor trap choke?
How do I stop chokes in my own pipes?
Keep cooking oil, food waste and solid items out of the floor trap and sink, and keep the grating closed, as HDB advises. HDB also says not to dispose of solid items such as sanitary pads or diapers into the water closet.
